View the Escambia County Area Transit Title VI Plan

ECAT operates without regard to race, color, and national origin. Any person who believes that he, or she, individually, or as a member of any specific class of persons, has been subjected to discrimination on the basis of race, color, creed, national origin, sex, age, handicap, or veteran’s status may file a written complaint with the FTA or the Secretary of Transportation. A complaint must be filed within 180 days after the date of the alleged discrimination, unless the time for filing is extended by the Secretary.

The following procedures have been established to handle complaints locally for resolution, and still provide ample time for forwarding the complaint to the FTA.

Any passenger who believes he or she has been subject to any discrimination listed above should file a complaint.  Complaints can be submitted in person, postal mail, or received by email, with contact information. Escambia County Area Transit investigates complaints received no more than 180 days after the alleged incident. Escambia County Area Transit will only process complaints that are complete. To be considered complete, complainants must, at a minimum, include their name, contact information, date of alleged incident, and a description of the incident.

Complaints should be in writing, signed by the complainant or his/her representative(s), and must include the complainant(s) name, address, and telephone number. Allegations of discrimination received via email will be acknowledged and processed. The complaint form can be accessed on the website: www.goecat.com, or the complainant may call (850) 595-3228 to obtain a complaint form.

Signed complaint forms should be submitted to:
