Accessibility of the ECAT Fixed-Route Service

The ECAT fixed-route service fleet is accessible to all persons with disabilities. All bus operators are trained to assist in using a lift and securing a wheelchair. ADA Transportation service is available in Escambia County within 3/4 mile of fixed-route service.  In addition, all bus operators are trained to announce major stops and transfer points.

Personal Travel Instruction

ECAT provides mobility and travel training for interested individuals and groups. This training includes a bus feature demonstration and the opportunity for new riders to have hands on experience. Training will also include instruction on how to read ECAT bus routes and schedules. Accessible Buses And Aids

• All our buses have ramps or lifts.
• Many buses “kneel”, making it easier to reach the first step. Just ask your driver to “kneel” the bus.
• Buses have priority seating for senior citizens and passengers with disabilities.
• Every bus has two securing areas for mobility devices.
• All bus operators are trained to announce major stops and transfer points.
• We transport riders who use portable medical oxygen equipment and respirators. Please bring an attendant if you need help carrying or operating life-support equipment.

Low-Floor Buses

Some buses have low floors, making it possible to board without climbing steps. The driver can also “kneel” the bus (lower the front door closer to the curb), making it even easier to board.

Ramps and Lifts

Low-floor buses have boarding ramps for people who use mobility devices. Regular “high-floor” buses have power lifts for anyone who cannot use the stairs to board.

Tips for Using the Lift

• An attendant must accompany you if you cannot get on the lift by yourself. If you use a mobility device, set the brakes and turn off the power.
• If you stand on the lift, be sure to hold onto the handrail.
• Mobility devices larger than 30 inches wide and 48 inches long are difficult to accommodate on some vehicles.
• Mobility devices must not exceed 600 pounds when occupied.
• The Operator can help guide you to the wheelchair securing area.
• Most buses can accommodate two wheelchairs in their designated securing areas.

How to Board

• Wait at an accessible bus stop marked with the wheelchair access symbol. You may ask to use the wheelchair lift.
• Wait at least 5 feet from the door. You will be the first to board after passengers have exited.
• Move to the wheelchair area in the front of the bus and lock your brakes. The driver will help you with the tie-down straps. We recommend you use the safety belt, too.

 

 

How to Get off the Bus

• Once your stop is announced, press the yellow signal strip or pull the cord.
• The driver will remove the securement straps and seatbelt and deploy the ramp or lift for you.
• After the lift is raised, move onto the lift and lock your brakes.
• When the lift is stopped, move off the lift platform and away from the bus.
• NEVER CROSS IN FRONT OF THE BUS – APPROACHING MOTORISTS MAY NOT SEE YOU. WAIT UNTIL THE BUS LEAVES AND YOU CAN YOU CAN SEE TRAFFIC IN BOTH DIRECTIONS CLEARLY BEFORE CROSSING THE STREET.

ADA Reasonable Modification Policy

For Escambia County – To Include ECAT and ECCT

(Escambia County Area Transit, and Escambia County Community Transportation)

The Department of Transportation has revised its rules under the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973.  It now specifically provides that transportation agencies are required to make reasonable modifications to policies, practices and procedures to avoid discrimination and ensure that their programs are accessible to individuals with disabilities.

Escambia County Area Transit is committed to providing safe, reliable, efficient, and accessible service to its customers.  To ensure equality and fairness, Escambia County will make reasonable modifications to policies and procedures to ensure that individuals with disabilities have equal access to all of its services.

Exceptions would include modifications that:

• Cause a direct threat to the health and/or safety of others;
• Result in a fundamental alteration of the nature of the service;
• Are not necessary in order for the individual with a disability to fully utilize Escambia County transportation services
